I don't clear about your requirements. If you don't want to get the title on the block, just leave the heading block title is empty then select the tag you want for your text like on the image I sent.

I'm concerned about the SEO of my site if I don't wrap the Penci Text Blocks in an h1, h2, h3... tag. Is there an easy way to wrap these in h tags? Thanks!
