I am not using a plugin. My current site is LIVE on my domain. I have a sub domain that I am creating the new site on, and when it's done I need to figure out how to take the entire site, plus the dashboard settings and the plugins and transfer it to the regular domain.

Let's check if you're using a plugin to create a under construction - deactivate it.
