Hi,
You can do that by installing & activating plugin "Classic Widgets"
After that, you can go to Appearance > Widgets > drag & drop widget "Tag Clound" to "Main Sidebar" and setup it.

What do I have to do so that the tags in the tag cloud widget have a border and in the hover they have a background as in the following link.
