I just checked the WooCommerce source code. WooCommerce only lists the user who has purchased a product on your site.
And I can confirm there is no way to sync all user roles from WordPress to WooCommerce.

Some users do not fill out all information required of WooCommerce, so this is not listed at WooCommerce Customer.

I understand that when a user registers to the site, it will still be a woo customer, but why in my case, the user at the site is five, but in woo customer, there are only 2?

2. You should understand: there is no difference between WordPress users & WooCommerce users on your site. All the user list in WooCommerce is customer role meanwhile WordPress list all user roles.
