The category pagination doesn't work because you've re-write on the Custom Permalinks plugin.
Please check it again.

the pagination is not working in blogs.... the penciblocks is available just now .... earlier I was using normal blogs .... and have updated everything in the normal blog... now I think so it is not compatible with it.
