Licencing for staging

Hello Penci Team,
Is it on purpose that it is not possible to have a staging site running with the same licence? The backend gets blocked and can only be used again when entering a new licence key.
Personally I find this quite restrictive. You may check that the dev site has a robots.txt not allowing indexing for example.. What ever...
