Hi,

1. The WPML & Elementor text translation doesn't work correctly on your site, please contact the WPML support to get the efficient solution here: https://wpml.org/forums/forum/english-support/

2. At this time, you can duplicate the Penci Block footer, then translate the page slug at the WPML → String Translation.

I have create a penci block for footer. I have translate it from english to greek with WPML plugin. Regardless the chosen language in the website it is only display the english footer.
