Hi,
1. If you want to make a post always on top, you need to Sticky this post by following the document detail here: https://www.wpbeginner.com/beginners-guide/how-to-make-sticky-posts-in-wordpress/
2. Edit your page with the Elementor, select the Featured Slider element then turn off the "Ignore Sticky Posts" option like the screenshot below:
