Just copy and paste the shortcode in your post content or any position you want to show on your site.
For example:
This is a text. [block_content id="123"] This is text display after block.

Please follow these steps:
1. Go to the Penci Block → Add new: create a new block content with the Elementor then import the Block you want to show,
2. Navigate to Penci Block → All Blocks: copy the shortcode then paste it into your post content.

i did not make the way you describe, I open a new tab with elementor screensh 2545, and I selected a block from the board and I edited.
By this way, I see that Icannot find the shortcode
