Hi,
Please go to Appearance > Customize > Single Posts > Comment Form: turn off the "Hide Comments & Comment Form" option,
Navigate to dashboard > Settings > Discussion: check to "Allow people to submit comments on new posts".

Hi,
I'm using now the discussion plugin wpDiscuz which has many options and features.
For some strange reason, the comments form does not appear automatically in all single posts. I have to allow many posts manually using the custom field (DISCUSSION—>ALLOW COMMENT).
The CUSTOMIZE section does not show an option to enable comments in all posts.
Also the WPDiscuz plugin refuses to display Live Commenting and Notifications, especially the Comments Bubble live update and other important elements, like type format choices (italic, bold, links, etc.).
