This is a preloader effect, you can install the Preloader Plus plugin here https://wordpress.org/plugins/preloader-plus/
I think you shouldn't use this feature because Google will drop your site speed & ranking.

Unfortunately, the current version of Soledad doesn't include the progress bar features.
