Hi,
Yes. You can remove all the plugins that you don't need for your site (exclude the Penci Shortcode & Performance plugin).

So theoretically I don't need this plugin installed. Can I remove it then?
Won't it get in the way of the theme?

Would you like to better understand what Penci Recipe is? I have a news and tutorial portal and I would like to understand if I really need this active plugin. I didn't understand its function and if I really need it installed in wordpress.
