it means that I can’t assign a certain content to a widget in a sidebar and have it on every page,
like the standard widgets?

Hi,
Some pages on your site use the widget data from the WPBakery Page Builder, so you should edit your page with the WPBakery Page Builder and then modify the widget data on this screen.
For better experiences, please install the Classic Widget plugin here: https://wordpress.org/plugins/classic-editor/. You should use this plugin to manage all the widget content at Appearance > Widgets.

Hello,
I want to use standard widgets in sidebars but when I place elements in the widgets they do not show in sidebars on the page.
Instead I see only the sidebars that are already present in WPBakery blocks like in this example: Example: http://pennews.pencidesign.com/
What I am doing wrong.
