Hi,
Please go to dashboard → Settings → Discussion → check the "Allow people to submit comments on new posts".
Go to Appearance → Customize → Single Posts → Comment Form: turn on the "Hide Comments & Comment Form".
Navigate to Customize → Pages → General: turn on the "Hide Comments" option.
