Unfortunately, there is no way to change the image position on the parallax image area.

The screenshot of the parallax and the actual image are both attached.
And just in case I'm using the wrong lingo, when I say featured image, I'm speaking to the one in the parallax image in the post option.

Lastly, if I may ask. What would be the appropriate CSS to align the feature image to the center top? Aligning it in the media library doesn't work. Also scaling down the image so that it's not so large in the post?

It's set using style #9 and does not appear as it should. Publishing should not be a requirement when it isn't required for the other styles. I can see other options in draft form in the preview.
So for the sake of argument I included two sidebars in the post that I am creating, and yet I am still unable to to utilize Post Style #9. In fact, it is the only style that I am unable to use.
Also of note, I set it to disable the breadcrumbs for the post due to the length and look. However, the breadcrumbs still display in the post no matter what style that I use.

Noticed the theme stopped working fast. Almost everything is in the red zone. Any tips on where to look?

Why would it save in some formats and not others? The one I want to use (the attached screenshot) does not appear when saved.
Perhaps I am missing something. Please take a look at this published post and the single post settings I selected for it.

Please explain. The only setting at this point is under the Customize when there theme was set up. If I'm creating a post and I use the Single Post options for that post to override the default in Customize (as in the attachment), it should change that layout, should it not?
Yes. Had no issues with a previous site on PenNews. This one is causing issues (not changing).
That's what I'm speaking of. I have several different categories for my posts. I want the posts to look different, some with the featured image, some without, depending on the category. So are you saying that the attached screenshot doesn't work in PenNews?
I have several different types of posts on my website and with that, want them seen in different formats. The default one is seen here. However, another type of post I want to look is similar to this. I am making the appropriate changes in the Single Post section in the post, however it is not updating as I am setting it I would image going and making changes in the Customize function would result in a global change and I do not want that.
Any ideas?
