About popup function of Soledad theme

Inside the popup function of Soledad theme, there is a function named Popup Delay in which it is further written that (Show popup after some time (in milliseconds). Apply for "Some Time" Setting). I want to know where this Some Time setting is in this theme. Please tell where it is and if it is not there then also tell the reason why it is not there. In case it is not available, it should be updated to make all the functions available.
