Hi,
By default, Soledad already includes the cookie policy features at the Appearance → Customize → General → GDPR Policy → Custom Description on Cookie Law PopUp, but it doesn't include the features that you need.
In this case, please research and install one of the cookies plugins listed on this page: https://wordpress.org/plugins/search/cookies+notice/
