what is popup event "section"?

Hi,

Please go to Appearance → Customize → Promo Popup → Popup Display:

→ Popup Event: After Fixed Time,

→ Show After Fixed Time: enter 300000

I am trying to set a popup. and i wonder how is that section works?

btw is it show up immediately is the only way to show popup?

can i make it show up such as after 5 mins?
