I checked your site but haven't found any issue with the scroll features. Have you checked your site on another PC or checked another site?
Please also go to Appearance → Customize → General → General Settings → Enable Smooth Scroll: turn off this option.

I Could solve the problem using MouseWheel Smooth Scroll plugin, but if there is easier way that I can do without any Plugin, please guide me.
