Ah I understand it now. We will consider about this feature because by default Wordpress doesn't supports for colorpicker like this.

Hi,
\Do you mean you want to select transparent for block layouts? If right, you can set the background color for body is the same with background color for blocks. After that, go to Customize > General Options > and check to "Disable Padding Block & Widget"
