I have that checked. The only payment gateways that I have enabled at this time are the test gateway and Stripe, in sandbox mode. If you go to the web site, you'll see that you can "purchase" unlock credits on a premium post (FORMS menu) without being logged in.

Hi,
Please go to Dashboard → Settings → General and ensure the 'Anyone can register' option is checked.
In general, all paywall products require users to be logged in or registered before making a purchase.

I apologize in advance for this question, but I have searched everywhere I can think to look and still need a little help.
The paywall is working nicely EXCEPT that it permits visitors who are NOT logged in to purchase subscriptions or unlock credits.
How do I modify the configuration so that only logged in users are able to purchase subscriptions or unlock credits?
