Yes, you can use the Soledad theme without any plugins. However, if you'd like to enhance your site with additional features, you can find all the recommended and optional plugins under Appearance → Install Plugins.

Unfortunately I still did not receive any feedbacks, though I have requested a refund or changing the license weeks ago.
Soledad is an amazing theme, but it is not for news press, as it loads the site. I want to change it to another my site. If it is not possible, I need a refund via PayPal or other.
