All PenNews-related plugins are coded following WordPress coding standards. So, if you want to add the Consent API, you just need to install one of the consent plugins listed here:

Hello,
I'm receiving a warning that the plugins listed below in the Pennews theme I'm using do not support the Consent API. I would appreciate it if you could make the necessary adjustments to the Consent API. I believe this is directly under Google SiteKit's control.
