Please make sure you clearly all the cache and as I said: Let's check it on anonymous browser to get correct results

Ok, doesnt matter because i need the view to be different. I disable it but now the cookies plugin i used to use before i activate that is not working anymore :/

Hi,
1/ No - most of the cookie policy popup display like that. We don't support for change the way it look.
2/ Have you enabled that? If you enabled it, let's check your site on anonymous browser to get correct results.
If you didn't see it appears, I think you're using child theme and modified the codes in footer.php file. Let's update the code from footer.php file in parent theme to your child theme.

Hi, i enabled the cookies pop up in the general settings but i realized that is not a proper pop up where the user has the accept button at first sight. is there any way to change that? and i was testing it in another browser and i can't actually see it... i already delete cookies and cache. thanks
