In general, adding custom CSS via Appearance → Customize → Custom CSS is the best solution if you want to force all Gutenberg blockquotes to display a style similar to the Soledad blockquote style.

I replied to your question in the other ticket you created. At this time, the only way to create a blockquote with the Soledad theme style in Gutenberg is by using the Classic Editor and shortcode. There is no more optimized or better solution available right now.
