This issues come from Wordpress itself. If users don't check on "Save my name & email" - It doesn't save the comment data of customers. You can try active a default theme from Wordpress and you can see the issues still the same.

When user leaves a comment without ticking the "save my name & email" checkbox, the anchor generated by WP after leaving the comment, doesn't jump to the "your comment is waiting for moderation".
This way the user doesn't understand that his comment was submitted successfully.
Again, this problem only if the user doesn't mark the "save my details" checkbox. If he does mark it, the anchor works perfect, and the page scrolls to the right location. If not, the page gets refreshed, and no msg appear on the page.
