To do that, please use WPBakery Page Builder to config your homepage.
Check this guide to know how to get WPBakery Page Builder plugin.
And check this tutorial to know how to config homepage by use WPbakery Page Builder.
When you done, you can use element "Raw HTML" to put your iframe embed code above the 1st posts.

I would like to embed https://issuu.com/amberpr/docs/northernwilds_september18-issuu into an Iframe below the featured slider and above the 1st Story. How would I do this?
