You can do that by go to Appearance > Widgets > drag & drop widgets to "Footer Column #1", "Footer Column #2", "Footer Column #3"

Please check:
1/ Make sure you do use latest version of Wordpress - if not, let update your Wordpress to latest version and check it again.
2/ Please deactivate all plugins and check it again. After it work, let's enable each plugin to check what's plugin caused this issue.
