Seem your site has a bug from itself - maybe your Wordpress missing core or has a bug from the hosting.
I've tried activate a default theme from Wordpress - and to much bugs issues appears - check video from my attach.
So, please contact with your hosting provider and ask them about this issue. That issues doesn't related with our theme

The plugins don't seem to be the issue. What is the next step? Most importantly, images are not showing for my client's website, my top WordPress admin bar is not showing and the wp-login.php page is not showing correctly either.
Just deactivated each plugin (there's only 3 active) and still the same issue. I'm also missing my top admin bar on the frontend (it shows below the footer) and the login.php page is missing styling.

Seem you have a plugin caused this issue. Please try deactivate all plugins and check it again. After it work, let's enable each plugin to check what's plugin caused this issue.

Now I've gone back to WordPress 5.0.3 running soledad theme and I still can't get the images to load.
I updated to WordPress 5.1 and it seems to have made the website images not load. Also, see below the footer. Screenshots attached.
