Make sure that you use latest version of PenNews theme and add plugin come from theme.
Version of PenNews theme and Penci FrameWork is 6.4.
If you see notice update plugin as screenshot http://prntscr.com/mud3xo. Please click "Begin updading plugin" link and update plugin.

When trying to active that Penci Framework I recieve the following error: "Parse error: syntax error, unexpected T_STATIC in D:\\Hosting\\2521021\\html\\wp-content\\plugins\\penci-framework\\gutenberg\\gutenberg.php on line 13".
I have deactivate all the plugins and switched to the twenty theme and I receive the same error. I have WordPress 5.0.3 currently installed. It is a fresh install.
