Strange, if you're using WPBakery, please deactivate Classic Editor plugin.
After that, disable new editor from WPBakery setting: http://prntscr.com/n3ou0x

If so, seem you have a plugin caused this issue.
Let's try deactivate all plugins and check it again. After it work, let's enable each plugin to check what's plugin caused this issue.

That's new editor from Wordpress version 5. You can install plugin Classic Editor to go back to old editor.
