Penci Block doesn't display when the category you choose has no posts.
so, you select the category without the post, Penci Block doesn't display.
Please add post to category then choose category you want show will Penci Featured Slider.

you are partially correct
actually it shows posts
but the issue is selecting a category... as it shows list of categories but doesn't include the recent addition of categories

I'm not clear about the question,
You use featured slider block and you choose category , but featured slider not show post of category.
If right, please deactivated all plugin ( excrept plugins come form the theme and try it again ) - If it work, let's enable each plugin to check what's plugin caused this issue.
If it doesn't work, let's send me your website managment information ( admin url site, username and password ) and screenshot the issue. We will take it a lock on this help you.
