Right now I'm not to concerned with using WP Rocket... I'll settle with W3 Total Cache. So don't dig to deep for me.
Down the road you might want to look into it a bit more as Rocket is faster.
NOTE: If you want to try some tweaks to show a real world example of speeding up a site, I am open to suggesting.

We will check this theme with WP Rocket and fix it compatible with plugin if possible. and then this fix to next update version of PenNews.
I recommend you use W3 Total Cache plugin.
Please check this guide to know how to config W3 Total Cache

For now I've decided to give up on WP Rocket and your theme... once we added the "AMP" plugin we ran into more problems. We could not add new images, new articles...etc.
I finally decided to just go with W3 Total Cache/Site Ground/Cloud Flare combination.

The site is working on AMP... but the can't max out WP Rocket with it... nor could I get the AMP portion to work with the Ad Inserter Plugin.
Thus for now... I've added the ads in the spots allotted by your theme... just below the header image... just after the content. It would be ideal if you could add a couple options like... "after 2nd or 3rd paragraph.

Actually upon more testing there seems to be lots of problems with AMP... thus I think I'll pass on it at this time.

I just turned off all the File Optimization with WP Rocket and it works...

It seems thay you minify javascript file with WP Rocket ( http://prntscr.com/n8ppqe ).
I uncheck "minify javascript file" option on WP Rocket then i saw amp work fine .

Today we tried installing your AMP plugin but didn't have a lot of success. If we can't get it to work your plugin, does your theme work with The AMP plugin was created by Automattic. If you look at the screenshot, lots of errors.
Have you tested your plugin with the following combination.
WP Rocket / Siteground / Cloudflare combination?
If you look at https://gtmetrix.com/ our site is fast... but I'd like to improve the mobile version of the site.
As there was errors I Deactivated your AMP plugin at this time
