Please go to Customize > Addtional CSS then add custom css to do that 

.single .penci-cat-links a, .page .penci-cat-links a {
    font-size: 10px;
    height: 16px;
    line-height: 16px;
}

you can change font size 10px to any site text you want and change height of category to any height you want

Strange, i deactivate add plugins and active theme defualt on your site.

I can not modify the widget. It seems that issue not come from PenNews theme and plugin come from theme.

Please check code wordpress . I recommend contact with hosting provider and ask theme about the issue. I think theme will find what's the issue.

Please deactivated all plugin ( excrept plugins come form the theme and try it again ) - If it work, let's enable each plugin to check what's plugin caused this issue.
