Hi,
Unfortunately, currently this block doesn't support any option for change the height.
You need to wait wordpress update this feature in the future updates.

I'm using the Gutenberg editor to create my "cover" element with "welcome witches!" on it: could you please tell me if there's a way to change cover image height?
It seemed to me I once had an option to do that but I cannot find it back...
