Deactivating the plugins did not work.
When looking at the page in mobile, if I click the link at the bottom that says view full site it does display the site correct.

Please deactivated all plugin ( excrept plugins come form the theme and try it again ) - If it work, let's enable each plugin to check what's plugin caused this issue.

This is a screenshot of what I see when visiting my site
When customizing my site, the customizer displays the correct responsive design for my website on mobile. However, when visiting the site on my mobile device (Google Pixel 2 XL) the mobile site displays a very basic WordPress layout design. I don't see any way to change this or make sure that the mobile site I see in customizer shows up.
