Yeah, you should use WPBakery Page Builder to do that.
You don't need to buy any license for use that plugin - we've said about it here - please check it.

Hey guys
I want to create a static landing page that's not my home page for a particular set of blog posts I've made. Is the best way to do this to use WPBakery? And can I do this using the license you provide or do I need to purchase an additional license? I want to basically combine images and text and designs into a static page but then list out all the blog posts in that category underneath the static part.
