It appears you use old version of PenNews.
Make sure that use you latest version of PenNews. Version of pennews is 6.5.6.

We didn't found any custom image option under Image Type, there are only 3 options landscape, vertical, square. PFA Screenshot

If you want change ratio of thumbnail on block vc, please edit block shortcode then choose Image Type is custom and change ratio you want as screenshot http://prntscr.com/otrabg

I Need to change the ratio of thumbnail size. As default ratio of thumbnails in theme is 1170px width and 780px height.
I Need to change in 1920x1080 resolution.
Can i know from where i can change all thumbnails sizes in css?
