And you don't need to activate that plugin for use
It can works fine without activate.

Dear Sir or Madam,
I have a problem, in the PenNews Theme are lots of Premium-Plugins and you also advertise with these. Unfortunately, the plugins can NOT be activated without additional costs.
Is this a mistake?
For Example here the "error" of Ultimate Addons for WPBakery Page Builder.
